What this stage is
A project under study is one whose need is recorded and whose shape is still being argued. Four rungs sit inside this stage, and they are not paperwork: each one asks a question that can end the project. Is the need real and attributable to a sector? Does the intervention survive contact with an obvious blocker — land, tenure, a regulator? Can the components be described well enough that somebody else could cost them? Does the order-of-magnitude arithmetic hold? Most development concepts that fail, fail here, which is where failing is cheap.

Readiness Ladder
This stage covers 4 rungs, NBP-0 to NBP-3
Every record in the registry sits on the NBP-0 to NBP-10 ladder. A project moves up a rung when it produces the evidence that rung requires — never because a date has passed or a decision has been announced.
NBP-0 · Opportunity Identified
Rung 1 of 11A development need has been recorded and attributed to a sector.
Evidence required: A written statement of the need and its origin.
NBP-1 · Initial Screening
Rung 2 of 11The opportunity has been screened for strategic fit and obvious blockers.
Evidence required: A completed screening note against the national priorities.
NBP-2 · Concept Development
Rung 3 of 11A concept describes the intervention, its beneficiaries and its components.
Evidence required: A concept note setting out scope, location and intended outcome.
NBP-3 · Pre-Feasibility
Rung 4 of 11Technical and commercial viability have been tested at order-of-magnitude level.
Evidence required: A pre-feasibility study with an indicative cost range.
This is the first stage on the ladder. A project enters it the moment a need is recorded and attributed to a sector. It leaves for Under Preparation when it holds what NBP-3 requires: a pre-feasibility study with an indicative cost range.

Strategic objective
Reduce the administrative cost of public service delivery and improve service reliability by connecting systems that currently operate in isolation.

Coastal Gateway City Transformation Program
An integrated urban program template for Africa’s coastal gateway cities — the port metropolises that carry the bulk of a country’s trade — addressing mobility, drainage, waste, water, lighting and digital services as one coordinated system.
Strategic objective
Improve the productivity and liveability of the principal economic centre of a coastal African economy by treating urban systems as interdependent rather than as separate procurements.
