National Logistics Hub Network
A network of logistics hubs connecting production areas, industrial zones, cities and ports through consolidated freight handling.
Executive Overview
A network of logistics hubs connecting production areas, industrial zones, cities and ports through consolidated freight handling. The program is at NBP-1 on the NBP readiness ladder and is recorded at concept confidence. Scope, cost and structure remain subject to the studies listed below.
Development Challenge
Freight moves in small consignments over long distances, which raises unit costs and increases road wear. Consolidation capacity is limited outside the principal port corridor.
Strategic Rationale
Reduce the cost and time of moving goods domestically by consolidating freight at well-sited hubs rather than moving partial loads over long distances.
Proposed Solution
Assess hub siting against freight flow data, with consolidation, warehousing, customs handling and intermodal transfer where rail or water access exists.
Project Components
- Freight consolidation facilities
- Warehousing
- Intermodal transfer where available
- Customs and inspection facilities
- Digital freight management systems
- Access road improvement
Location & Beneficiaries
Location: Multi-country, Africa
Producers, manufacturers, traders, transport operators, and consumers through lower delivered costs.
Technical Requirements
- Technical scope to be established through pre-feasibility study
- Design standards to follow applicable national and international codes
- Environmental and social screening prior to design finalisation
Enabling Infrastructure
- Road connectivity
- Rail access where applicable
- Electricity supply
- Digital connectivity
- Land availability
Market Context
Logistics costs form a significant share of delivered goods prices in the region; consolidation is the standard mechanism for reducing them.
Implementation Structure
Delivery and ownership structure to be determined at commercial structuring (NBP-6). Options include public delivery, partnership structures and concession models, assessed against value for money and risk allocation.

Funding Requirement
Under study
To be determined. Suitable capital categories will be assessed at NBP-6 and NBP-7 against the project’s risk profile and revenue characteristics.
Revenue & Sustainability Model
Revenue and sustainability model under development. Where user charges are not viable, availability-based or budget-funded models will be assessed.

Environmental & Social Considerations
Classification: To be assigned following environmental and social screening.
Environmental assessment will be completed to the standard required by national regulation and applicable lender policy before any commitment is sought.
Social assessment will address land, livelihoods, resettlement risk, community consultation and equitable access to the resulting service.
Project Dependencies
