Executive Overview

A program to modernise collection and establish material recovery, recycling and organic treatment capacity in the principal urban centres. The program is at NBP-1 on the NBP readiness ladder and is recorded at concept confidence. Scope, cost and structure remain subject to the studies listed below.

Development Challenge

Collection coverage in growing urban areas has not kept pace with population. Uncollected waste blocks drainage, which compounds flood risk, and recoverable material is lost.

Strategic Rationale

Reduce the environmental and public health burden of uncollected waste while recovering materials that currently leave the economy entirely.

Proposed Solution

Sequence collection modernization first, since recovery infrastructure depends on reliable feedstock, then establish sorting, recycling and organic treatment capacity. Waste-to-energy is assessed for technical viability only where feedstock volumes and composition support it.

Project Components

  • Collection modernization
  • Material recovery facilities
  • Recycling capacity
  • Organic composting
  • Anaerobic digestion
  • Construction waste recovery
  • Producer responsibility systems

Location & Beneficiaries

Location: Multi-country, Africa

Urban residents, municipal authorities, and enterprises able to use recovered materials as inputs.

Technical Requirements

  • Technical scope to be established through pre-feasibility study
  • Design standards to follow applicable national and international codes
  • Environmental and social screening prior to design finalisation

Enabling Infrastructure

  • Collection fleet and routing
  • Land for treatment facilities
  • Electricity supply
  • Offtake markets for recovered material
  • Municipal capacity

Market Context

Recovered material markets exist regionally for metals, plastics and organics, but depend on consistent quality — which is a function of sorting at collection.

Implementation Structure

Delivery and ownership structure to be determined at commercial structuring (NBP-6). Options include public delivery, partnership structures and concession models, assessed against value for money and risk allocation.

To be determined. Suitable capital categories will be assessed at NBP-6 and NBP-7 against the project’s risk profile and revenue characteristics.

Revenue & Sustainability Model

Revenue and sustainability model under development. Where user charges are not viable, availability-based or budget-funded models will be assessed.

Environmental & Social Considerations

Classification: To be assigned following environmental and social screening.

Environmental assessment will be completed to the standard required by national regulation and applicable lender policy before any commitment is sought.

Social assessment will address land, livelihoods, resettlement risk, community consultation and equitable access to the resulting service.
