Continental Healthcare City Program
A concept for a concentrated healthcare campus combining specialist care, diagnostics, medical training and research.
Executive Overview
A concept for a concentrated healthcare campus combining specialist care, diagnostics, medical training and research. The program is at NBP-1 on the NBP readiness ladder and is recorded at concept confidence. Scope, cost and structure remain subject to the studies listed below.
Development Challenge
Specialist procedures frequently require overseas treatment, which is costly for patients and represents an outflow of health expenditure. Retaining specialist clinicians requires the equipment and case volume that only concentrated capacity provides.
Strategic Rationale
Establish specialist treatment capacity domestically, reducing the need for patients to travel abroad for procedures that could be performed locally.
Proposed Solution
Study a campus model co-locating specialist units, diagnostics, training and research, so that clinical staff, equipment and case volume reinforce one another. Siting, scale and clinical scope are all subject to feasibility.
Project Components
- Specialist treatment units
- Diagnostic imaging and laboratories
- Medical training facilities
- Clinical research capability
- Supporting accommodation and services
- Digital health and records systems
Location & Beneficiaries
Location: To be determined, Africa
Patients requiring specialist care, clinical professionals, and the national health system.
Technical Requirements
- Technical scope to be established through pre-feasibility study
- Design standards to follow applicable national and international codes
- Environmental and social screening prior to design finalisation
Enabling Infrastructure
- Reliable electricity
- Water supply
- Clinical workforce
- Digital connectivity
- Medical supply chains
- Transport access
Market Context
Regional demand for specialist procedures currently served by overseas providers indicates the scale of the addressable need; feasibility work must confirm whether it supports the model.
Implementation Structure
Delivery and ownership structure to be determined at commercial structuring (NBP-6). Options include public delivery, partnership structures and concession models, assessed against value for money and risk allocation.

Funding Requirement
Under study
To be determined. Suitable capital categories will be assessed at NBP-6 and NBP-7 against the project’s risk profile and revenue characteristics.
Revenue & Sustainability Model
Revenue and sustainability model under development. Where user charges are not viable, availability-based or budget-funded models will be assessed.

Environmental & Social Considerations
Classification: To be assigned following environmental and social screening.
Environmental assessment will be completed to the standard required by national regulation and applicable lender policy before any commitment is sought.
Social assessment will address land, livelihoods, resettlement risk, community consultation and equitable access to the resulting service.
