What currently constrains the sector
Collection coverage in growing urban areas has not kept pace with population. Uncollected waste blocks drainage, which compounds flood risk, and recoverable material leaves the economy entirely.

Modernise collection first, because recovery infrastructure depends on reliable feedstock of consistent quality. Waste-to-energy is assessed for technical viability only where feedstock volume and composition support it — not adopted as a default.
