What currently constrains the sector
Urban population growth outpaces the extension of mobility, drainage, water and waste systems. Because these systems are procured separately, investment in one is frequently undermined by the absence of another — new road surfacing fails early where drainage was not addressed first.
NBP Strategy
Smart Cities: the approach
Sequence each city programme by the constraint that limits the others. In coastal and low-lying cities that is usually drainage; in hillside cities, stormwater; in the largest commercial centre, mobility. Programme scope follows the diagnosis, not a standard template.
