What currently constrains the sector
Agricultural and mineral output is largely exported unprocessed, so the value added in refining, processing and manufacturing accrues elsewhere. Individual manufacturers bear the full cost of power, water, wastewater and access provision, which raises the threshold at which an operation becomes viable.
NBP Strategy
Industrialization: the approach
Lower the entry cost of manufacturing by providing serviced land and shared infrastructure, sited according to input availability, workforce access and transport connectivity. Local value addition is pursued where inputs, skills and market access already coincide, rather than asserted as a general objective.
