Public services are delivered through systems procured separately that do not exchange data reliably. Citizens and businesses re-submit the same information to different authorities, and administrators cannot obtain a consolidated view of demand or delivery.

Smart Government: the approach
Establish an interoperability layer, a digital identity capability and a controlled cloud environment, with responsibilities settled between institutions before technical procurement begins. NBP provides a framework for interoperability, authorized coordination and development-program management. It does not control government institutions, and each authority retains control of its own systems and data.
