What this stage is
Construction begins when procurement has concluded and a contract has been executed — not when a groundbreaking has been held. The distinction matters because a project reported as under construction is a project whose delivery can be checked: there is a counterparty, a contract, a milestone schedule and a reporting line. Where any of those is missing, the project has not reached this stage, whatever else may have been announced about it.
No initiative has reached this stage. Status follows readiness, and readiness advances only when the evidence for the next step exists. An empty list here is an accurate statement of where the portfolio stands, not an omission — and it will stay empty until a record holds the evidence named below.
