No data room is currently open. A room is populated at readiness step NBP-8, once preparation is complete — publishing partial documentation invites conclusions the evidence does not support. The structure below is what a room contains when it opens.

Correspondence, approvals and policy context.

Stakeholder engagement and social impact assessment.

Title, acquisition status and resettlement planning.

Procurement plan, tender documents and evaluation.

Executed agreements and their variations.

Risk register, mitigation plans and insurance.

Access controls

  • Non-disclosure agreement required before any folder opens
  • Dynamic watermarking carrying the viewer identity on every page
  • View-only rendering, with download permitted per document
  • Time-limited access that expires without renewal
  • Full audit history of every view, download and print
  • Version control, so superseded documents cannot be relied upon

Access is granted per user, per folder, for a fixed period. Nothing in a data room is public, and the audit history is retained after access expires.
